New Zealand's Migrant Investor Category
New Zealand Immigration's Migrant Investor Category came into effect in July 2009, replacing the old (and very unpopular) Active Investor Migrant Category. It aims to encourage migrants to invest in New Zealand.
There are two streams in the Migrant Investor Policy, Investor Plus and Investor.
Investor Plus Migrants must:
- invest NZ$10 million in New Zealand for three years
- spend 73 days in New Zealand in each of the final two years of their three-year investment term
- meet health and character requirements
There are no maximum age, business experience or English language
requirements for this category, and there is no cap on applicants for
the Investor Plus category.
Investor Migrants must:
- be 65 or younger
- have three years of business experience
- invest NZ$1.5 million in New Zealand for four years
- have settlement funds of NZ$1 million (you do not need to transfer these to New Zealand)
- meet English-language requirements
- spent 146 days in New Zealand in each of the final three years of their four-year investment term
- meet health and character requirements
There is a cap of 300 Investor Migrants every year. Applicants submit
an EOI (Expression of Interest) and go into a pool of applicants,
similar to the Skilled Migrant category above.
Acceptable Investment for the Migrant Investment categories has been defined by the New Zealand Immigration Service as:
- is in either one or more of the following:
- bonds issued by the New Zealand government or local authorities, or
- bonds issued by New Zealand firms traded on the New Zealand Debt Securities
Market (NZDX), or
- bonds issued by New Zealand firms with at least a BBB- or equivalent rating
from internationally recognised credit rating agencies (for example, Standard
and Poor’s), or
- equity in New Zealand firms (public or private), including managed
funds and:
- is capable of a commercial return under normal circumstances and has the
potential to contribute to New Zealand's economy, and
- is invested in New Zealand in New Zealand currency, and
- has the potential to contribute to New Zealand’s economy, and
- is invested in lawful enterprises or managed funds that comply with all
relevant laws in force in New Zealand, and
- is not for the personal use of the applicant(s), and
- is not (directly or indirectly) invested in
residential property development or deposit taking financial institutions (e.g.
banks or finance companies).
You can include your spouse or partner and your children in your
Migrant Investor Policy application. Everyone included on your
application must meet health and character requirements. Once your
application is approved in principle, you are given a residence visa
and time to invest your funds. New Zealand Immigration keeps in touch
with you to make sure that your funds stay invested and that you are in
New Zealand for the minimum periods, then finalises your residence
permit at the end of the investment period.
